    PARCO prioritizes the well-being and safety of its employees and all stakeholders, recognizing that Health, Safety, and Environmental (HSE) concerns are the responsibility of everyone involved. However, ultimate accountability lies with the Line Management. To ensure adherence to HSE standards, PARCO has established a comprehensive Health, Safety, and Environmental Management System (HSEMS). This system provides a structured framework for effectively managing HSE throughout the company and its subsidiaries.
    The HSEMS acts as a guiding umbrella for all safety-related initiatives within PARCO. It encompasses the conceptualization, implementation, and evaluation of these initiatives to achieve the following objectives:
    • Clearly defined HSE goals, targets, and expectations, along with assigned roles and accountabilities.
    • Cost reduction and improved business efficiencies, leading to operational and HSE excellence.

    PARCO’s HSEMS is built upon the foundational principle of “Leadership & Management Commitment.” This reflects a cyclical ISO system of continuous improvement, following the “plan, do, check, act” (PDCA) process.
    The HSE Management System (HSEMS) at PARCO can be visualized as a “Tree” composed of 12 elements derived from the major areas outlined in the HSEQ Policy. Each element sets specific objectives and expectations, which must be met during the planning, management/execution, monitoring, and evaluation of daily company operations.

    Environment Friendly Supplychain
    • PARCO operates Karachi-Mahmoodkot (KMK) pipeline, Mahmoodkot-Faisalabad-Machike (MFM) pipeline and White Oil Pipeline (WOP). This efficient supply chain eliminates the movement of oil tankers significantly contributing in reduction of air pollution.
    • We have leak detection system, emergency shutdown system, corrosion protection, and microwave towers for communication, SCADA (supervisory control and data acquisition) system to avoid leakages, thefts and intermediate storage tanks at different pumping stations.
    Environmental Stewardship
    • PARCO is a fully IMS CERTIFIED ENERGY Company and amongst the first in Pakistan to simultaneously achieve three international certifications, that is, ISO 9001:2015 (Quality Management System), ISO 14001:2015 (Environmental Management System) and ISO 45001:2018 (Health and Safety Management System).
    • Effluent monitoring is carried out at all Stations and Terminals and the Mid-Country Refinery (MCR). Reports are sent to Environmental Protection Agency (EPA) against SMART Program.
    • PARCO`s Effluent Treatment Plant has a capacity of 340m3/hr. Waste water from the refinery is collected and through skimming, neutralization, dissolved air floatation, aeration, clarification, filtration and drying operations, the effluent water is brought within NEQs limits before discharging into local drainage or reuse for plants. If any parameter is not within NEQS limits then the whole batch of effluent water is diverted back to diversion tank of capacity 25,400m3 and is reprocessed.
    • Fire, rescue and emergency drills are conducted regularly at all PARCO locations to ensure preparedness for emergencies. Four batches of Emergency Response Team are being trained every year to ensure availability of trained manpower at all times. First Aid staff is trained by professional Fire and Rescue personnel and refresher courses are ensured periodically.

    • PARCO trains its staff for increased awareness regarding the biological resources.
    • PARCO enforces a strict no-hunting, no-trapping and no-harassment policy.
    • Damage to natural vegetation is minimized.
    • Cutting of trees is strictly restricted.
    • Night time construction and traffic is not allowed inside Kirthar National Park (KNP) and Mahal Kohistan Wildlife Sanctuary (MKWS).
    • Number of camps minimized inside KNP and MKWS.
    • No off-track driving.
